Carter Greene Named An Assistant Police Chief in Athens, Ga.

Greene replaces Alan Brown, who retired at the end of 2012.

 

ACC Police Chief Jack Lumpkin has named Carter L. Greene as an Assistant Chief of Police. Greene will command the Operations Support Bureau, which will consists of the 9-1-1 Communications Division, the Information Management Division, the Crime Prevention Unit, the Alcohol, Taxi and Wrecker Regulatory Unit, and the Career Development Unit. Greene will assume his duties immediately.

A native of Columbus, Greeneis a 28-year veteran of the Athens-Clarke County Police Department. He has been in management 14 years.

He obtained an A.A. degree from Northern Virginia Community College in Police Science in 1982. Greene then attended George Mason University and finished in 1984 with a B.S. in Law Enforcement. In 2004 Captain Greene was awarded an M.P.A. from Columbus State University and graduated from the Georgia Law Enforcement Command College. In March 2012, Major Greene graduated from the FBI National Academy, Session 248.

Greene was promoted to Master Police Officer in December of 1987 and was then transferred to the Traffic Division in January 1989. In September of 1989 he joined the Criminal Investigation Division and began investigating burglaries. He then worked auto thefts and financial crimes for the majority of his CID service.

In April 1994, Greene was promoted to Sergeant and was assigned to the Evening Watch in Uniform Patrol, where he served . He served in until April 1997, when he became the Uniform Division Commander’s Assistant. In September 1997 he became aide to the Assistant Chief and project manager for various programs.

In September 1998 Sergeant Greene was promoted to the rank of Lieutenant. In 2001 he became the director of the 9-1-1 center and managed the completion of a new 9-1-1 communication facility. Promoted to Captain in July 2002, he continued to manage the 911 Communication Center as well as to serve as the ACCPD’s Accreditation Manager.

In July 2004 Greene was transferred to the Uniform Division as East Precinct Commander. In November 2005 he was promoted to Major and was appointed the Uniform Division Commander.

In August 2012 Greene was transferred to Commander of the Information Management Division. He has been responsible for maintaining the Agency’s National Accreditation (CALEA) and State Certification from 1998 - 2012. Greene is also an assessor and team leader for the Commission on Accreditation for Law Enforcement Agencies. He is also an instructor for the International Association of Chiefs of Police (IACP) Leadership for Police Officers (LPO) Course.

He and his wife Shoan have been married for 22 years. They have five children: Kelsey, Elizabeth Anne, Mary Campbell, Carson, and Addison.
